In February 2025, the North Wales Regional Partnership Board (RPB) Capital Team visited four sites across Anglesey where construction is underway to develop and build community assets that support the health and social care sector.
These developments support the Council’s strategic objectives to “create an Anglesey that is healthy and prosperous where people can thrive.”
Canolfan Glanhwfa
Canolfan Glanhwfa is being developed and run as an Integrated Community Hub in Llangefni, established to provide support services for older people in the community, as well as a centre for tutoring young people in music and culture.
The centre is being developed within Capel Moreia. Built in 1898, the chapel is a central and historic location in the town of Llangefni and religious services will continue to be held on Sundays, allowing the building to maintain its original purpose.

The vision for Canolfan Glanhwfa is to develop the chapel into a multi-agency location that is centred around individuals in the community. It will provide a safe space to host activities for older people and their families, a dementia centre, meeting rooms and a performance space. A memory assessment office will also be located on site, tying in with the priorities of the North Wales Dementia Strategy.
Phase one of the adaptation work is already complete and includes renovation to the vestry to provide a new kitchen, toilets and three offices. This was made possible by some grant funding and numerous other funding streams including match funding from the centre to a total of £430,000.

Phase two and phase three work is now underway and includes work to the lower floor, lift installation, and further restoration work to the chapel itself. This is to ensure Canolfan Glanhwfa is a fully accessible building to permanently host the Anglesey Dementia Centre and officers from the North Wales Memory Assessment Service.
The next stage of the scheme, with an estimated cost of £1.1 million, has received funding from the Welsh Government’s Health and Social Care Integration and Rebalancing Capital Fund and Transforming Towns, as well as the Pantyfedwen Foundation and Chapel denominations.
| Funding source | Funding amount |
| Health and Social Care Integration and Rebalancing Capital Fund | £777,000 |
| Transforming Towns | £210,000 |
| Chapel denominations | £25,000 |
| Shared Prosperity Fund | £13,249 |
| Pantyfedwen Foundation | £12,000 |

This development has many benefits for the local community including:
- Reducing loneliness by introducing social opportunities
- Supporting individuals living with dementia and unpaid carers
- Providing support and social opportunities for parents and children
- Training and awareness sessions to support community safety
Remarkably, the centre has remained operational for 6 days a week and continued to host activities since the start of construction in August 2024 . By prioritising accessibility and safety, staff have ensured that people can continue to attend the hub. This commitment has been vital to maintaining community engagement and support during times of change, something the staff are extremely proud of.
Marc Hughes, the RIF manager commented, “this project enables us to provide a bespoke home for the Anglesey Dementia Centre which provides community services to people living with dementia and their carers locally”.
‘Seiriol Edwards, the older people strategy manager added, “this is an exciting development that will undoubtedly provide positive health and wellbeing benefits for Anglesey residents. The fact that so many organisations are now working from Glanhwfa enables closer partnership working and opportunities for co-designing and co-production”.
Canolfan Glanhwfa has also received funding from the Regional Integration Fund and the Anglesey Charitable Association to support the operation of the centre and establish an integrated purpose-built facility that will bring health and social care services under one roof.
The RPB Capital Team were astounded by the progress that has been achieved to date. The centre, once complete, will truly be a home away from home and a vital community asset for local people. Capital investment has allowed for the chapel to remain a central part of the community and along with investment from the Regional Integration Fund staff will continue to support people and foster an environment in which they feel safe, valued, and independent.
Works are due to be complete in September 2025 and the centre staff look forward to maintaining and providing sustainable services for local residents for many years to come.
Pen–y–Coed
The team also visited a house that is currently undergoing renovations in southern–central Anglesey. Pen-y-Coed was acquired in February 2024 and is a four-bed detached bungalow being developed into supported living for adults with learning disabilities.

The scheme has been funded by Welsh Government’s Integrated Care Fund and Anglesey County Council.
The double garage space has been redesigned to accommodate an additional bedroom annex, meaning the property will have space for four tenants and two staff members.
The renovations are due to be complete in May 2025.
Haulfryn
The third property the team visited, Haulfryn, is being developed into a day respite centre for children with learning disabilities.
The scheme included the purchase and refurbishment of the bungalow including a new kitchen-diner, sensory room, activities rooms and a fully accessible changing room. In addition, a new two-bed respite residential unit is also being constructed at the rear of the property, with groundworks underway.

The day respite centre will be able to accommodate up to twenty children at any one time, through the holidays and on weekends, as well as during the week. The property has a new, fresh, and homey feel and will be ready to welcome children in August 2025.
The £655k scheme has been funded via the Welsh Governments Housing with Care Fund.

Extra Care Facility
The final site the team visited was a piece of land in Menai Bridge where the local authority are currently bidding for funding to develop an estimated £30m Extra Care Facility for people who wish to live independently and a residential care facility that will support specialist dementia provision.
The scheme proposes a development of a 45-bed extra care facility and a 28-bed residential care home as well as space to locate a Community Resource Team, bringing services closer to the community.
The scheme’s Strategic Outline Case and Outline Business Case has secured £1.1 million from Welsh Governments Health and Social Care Integration and Rebalancing Capital Fund to develop the Full Business Case, with submission planned for the summer.
If successful in seeking funding for the build the scheme will be funded from Welsh Governments Health and Social Care Integration and Rebalancing Capital Fund and Housing with Care Fund as well as Anglesey’s own capital funding programme.
This is an exciting development for the south of Anglesey that will support vulnerable adults and families, keeping them safe, healthy, and as independent as possible.
Isle of Anglesey Council are hopeful that the development of the land will commence in April 2026.
